　　I feel honored to plan the debate on city traffic,and I am writing this email to propose a specific topic about this issue.
 

　　对于策划本次以城市交通为主题的辩论赛，我感到十分荣幸，我写这封信是为了提出关于交通问题的一个具体主题。
 

　　From myperspective, “the congestion tax” would be a good choice. The primary reasonfor this is that a tremendous number of cars are considered the leading causeof traffic jams in downtown. Therefore, it is suggested that we should regulatepeople’s use of private vehicles through a congestion tax. Meanwhile, someothers raise an objection to the proposal, in view of an economic burden it mayimpose on private car owners.
